Catalyzes the transfer of sulfate to position 4 of theN-acetylgalactosamine (GalNAc) residue of chondroitin. Chondroitinsulfate constitutes the predominant proteoglycan present incartilage and is distributed on the surfaces of many cells andextracellular matrices. Can also sulfate Gal residues indesulfated dermatan sulfate. Preferentially sulfates inGlcA->GalNAc unit than in IdoA->GalNAc unit. Does not form 4, 6-di-O-sulfated GalNAc when chondroitin sulfate C is used as anacceptor. Sequesters mitogen-activated protein kinases (MAPKs)such as MAPK1, MAPK3 and MAPK14 in the cytoplasm in an inactiveform. The MAPKs bind to a dephosphorylated kinase interactingmotif, phosphorylation of which by the protein kinase A complexreleases the MAPKs for activation and translocation into thenucleus (By similarity). {ECO:0000250}.
