One HIP oligomer binds the ATPase domains of at leasttwo HSC70 molecules dependent on activation of the HSC70 ATPase byHSP40. Stabilizes the ADP state of HSC70 that has a high affinityfor substrate protein. Through its own chaperone activity, it maycontribute to the interaction of HSC70 with various targetproteins (By similarity). {ECO:0000250}. Catalyzes the transfer of sialic acid from a CMP-linkedsialic acid donor onto the terminal sialic acid of an acceptorthrough alpha-2,8-linkages. Is active with alpha-2,3-linked,alpha-2,6-linked and alpha-2,8-linked sialic acid of N-linkedoligosaccharides of glycoproteins and glycolipids. Displayspreference for substrates with alpha-2,3-linked terminal sialicacid. It can form polysialic acid in vitro directly on alpha-2,3-,alpha-2,6-, or alpha-2,8-linked sialic acid.{ECO:0000269|PubMed:10766765, ECO:0000269|PubMed:26192331,ECO:0000269|PubMed:9826427}.
