Catalyzes the transfer of sulfate to position 4 of theN-acetylgalactosamine (GalNAc) residue of chondroitin. Chondroitinsulfate constitutes the predominant proteoglycan present incartilage and is distributed on the surfaces of many cells andextracellular matrices. Can also sulfate Gal residues indesulfated dermatan sulfate. Preferentially sulfates inGlcA->GalNAc unit than in IdoA->GalNAc unit.
