Catalyzes the concomitant phosphorylation of a threonineand a tyrosine residue in a Thr-Glu-Tyr sequence located in MAPkinases. Activates the ERK1 and ERK2 MAP kinases (By similarity).{ECO:0000250}. Acts as a chaperone during the assembly of the 26Sproteasome, specifically of the base subcomplex of the PA700/19Sregulatory complex (RC). During the base subcomplex assembly ispart of an intermediate PSMD9:PSMC6:PSMC3 module, also known asmodulator trimer complex; PSMD9 is released during the furtherbase assembly process. {ECO:0000269|PubMed:19490896}.
